Most China Universities recruit new students in Fall semester only (August/September) each year, the deadline for Fall semester is around May 15th, but some of universities have early deadline, some have later time even to the end of August. However, it is better to submit your application as early as possible, because this will give you more choices, and also if the class is full, no chance for you even if the deadline is not over.
